Abstrak :

Carissa Evan Anthen (2016), title of the Thesis "Analysis of the Management and Utilization of The Capitation Fund National Healthcare in Tamalanrea Public Health Centre" (Supervised by : Sirajuddin Omsa, and  Eti Yusrianty).

The purpose of this research is to analyse the management and utilization of The Capitation Fund National Healthcare in Tamalanrea Public Health Centre. Data collection techniques used in this research is the interview and documentation with the kind of qualitative and quantitative data. The data analysis done in a descriptive qualitative data by analyzing the related financial management and utilization of The Capitation Fund by referring to Presidential Regulation No. 32 Year 2014, Regulation of the Minister of Health No. 19 Year 2014 and Regulation of the Minister of Health No. 21 Year 2016 about management and utilization of The Capitation Funds on The First Level Health Facilities (FKTP).

The results of this study show that Tamalanrea Public Health Centre has been managing and utilizing capitation funding the national health coverage in accordance with the Presidential Regulation No. 32 Year 2014, Regulation of the Minister of Health No. 19 Year 2014 and Regulation of the Minister of Health No. 21 Year 2016. Tamalanrea Public Health Centre has allocated health services expenditures by 60% and operating expenses by 40% (19% of drug costs and 21% of other operating costs). In addition, funds not absorbed entirely cause the rest of The Capitation Fund in the period running. However, Tamalanrea Public Health Centre has no  adequate records related to utilization of the rest of The Capitation Funds. Some of the advice or recommendations that can be used by policy makers in the future was in order to open more public health centre in the management and utilization of capitation funds received for health services. In addition, the rest of the capitation funds amounting to Rp 191,629,800.00 which is then used to finance health services, purchase of medicines, and the operational costs of public health centre should be recorded and reported in accordance Regulation of the Minister of Health No. 21 Year 2016.
